The Subdivision process is intended to establish a reasonable design standard that protects the health and safety of citizens, preserve natural environment, and protect the quality of surface water and groundwater.

*Depending on the location of the site, the application will also be reviewed by the Caddo Parish Public Works Department of the City Department of Engineering. *Subdivision Plats may be required to undergo a Neighborhood Participation Plan.*


APPLICATION INFORMATION

 

For Online Applications:

  1. Find a surveyor.
    • You will need to find an independent contractor to develop a subdivision plat.
  2. Logon to MyGovernmentOnline.
    • We use a third party application called MyGovernmentOnline (MGO) for our online applications. If you have not used MGO before, please follow the Customer Portal Guide to set up an account.
    • Once an account has been created follow the "Apply Online" link at the end of the instructions to start your application. For assistance in applying online, please follow the step by step Online Application Submittal Guide.
    • Ensure all items from the checklist are included in your application. Refer to the Application Checklist section of this page.
      • Proposed/Final Plat
      • Property Owner Certification
      • Proof of Ownership
      • Legal Description
      • NPP meeting form and invitation letter - if applicable
    • Once submitted you will receive a confirmation message and application number (i.e. APP-MPC-####). The Shreveport MPC will receive your application and review the application. You will be contacted for additional information or to progress to the next step.
  3. Submit Payment.
    • Once you have received your invoice, you may submit payment online at MyGovernmentOnline.com or in person on the first floor of Government Plaza at the cashier window. For assistance with making an online payment, please use the Online Payment Guide
  4. Await further direction or decisions from MPC Staff.
    • For Administrative Subdivision Applications.
      • The application will be reviewed internally by the MPC Staff and Caddo Parish Public Works or the City Engineering Department.
      • Once the staff have determined that the application meets all requirements, the final plat with the property owner signatures may be delivered to the Office of the MPC. 
    • For Minor and Major Subdivision applications.
      • After internal review by MPC Staff, your application will be put on the next available MPC Agenda. You will receive information on the date of your case hearing. It is recommended that the application or representative attends the public meeting.
      • The Metropolitan Planning Commission will evaluate the application at the public hearing and decide on your case: Approval, Denial, or Deferral.
      • After the MPC Board has provided a decision and the application meets all stipulations, the final plat with the property owner signatures may be delivered to the Office of the MPC. 
  5. Record Final Plat.
    • After the plat has been signed by the appropriate entities, you may retrieve the signed plat to have recorded at the Caddo Parish Court House.
    • For subdivisions within the city limits, a high-resolution digital copy of the recorded final plat must be sent back to the MPC and City Engineering.
    • For subdivision outside of the city limits, a mylar copy of the recorded final plat must be sent back to the Caddo Parish Public Works Department and a high-resolution digital copy of the recorded final plat must be sent back to the MPC.
