The plan will be implemented by the City of Shreveport and the Metropolitan Planning Commission by providing guidance for:

• Updates to regulations and laws that apply to development within the City of Shreveport; and

• The design and location of capital (physical) improvements such as roadways, water and sewer lines, parks, and community facilities.

The plan’s specific goals will be developed through the community-driven process, which will include:

• Understanding current conditions in Shreveport and developing an accurate baseline of where we are today;

•  Engaging community members to learn about their aspirations for Shreveport and create the plan’s goals and recommendations;

• Envisioning an equitable Development Strategy and Future Land Use Map that will guide how and where future change happens in Shreveport; and

• Developing a strong implementation plan and final report that helps the Metropolitan Planning Commission and the City of Shreveport act to achieve the plan’s vision.

The draft plan will be available for public review after the final workshop. 

After the public review period, the project team will make final revisions to the plan, before bringing the plan to the Metropolitan Planning Commission for their review. The Metropolitan Planning Commission will recommend to Shreveport City Council whether the plan should be approved or sent back to the project team for continued revision.

The Comprehensive Plan update kicked off in February 2024 and is expected to be completed by March 2025. 

We expect to host 3 public/community workshops:

• Workshop #1: May/June 2024 (tentative)

• Workshop #2: August/September 2024 (tentative)

• Workshop #3: November/December 2024 (tentative)

It is a good practice for cities to update their comprehensive plans periodically, typically every five to ten years. It helps to revisit the progress of the current comprehensive plan while also ensuring the updates reflect the city’s changes and citizens’ values. 

The Great Expectations: Shreveport-Caddo 2030 Master Plan was adopted on December 1, 2010. Since 2010, the City of Shreveport and the Metropolitan Planning Commission have implemented this plan's recommendations through projects such as the Unified Development Code, which was adopted in 2017.

Fifteen years after work began on the 2030 Master Plan in Spring 2009, Shreveport has endured worldwide economic changes including recovery from the Great Recession and the COVID-19 pandemic as well as local shifts in its economy. Local planning and development has also changed with the separation of planning powers between the City of Shreveport and Caddo Parish. 

Updating the 2030 Master Plan provides an opportunity to review fifteen years of change, revisit community values, and develop an updated planning strategy.

The plan will set the framework for implementation through developing a vision and help lay out policies and actions to guide how the residents of Shreveport envision their City welcoming growth and improvement.
