A site plan is a detailed graphic and written document that shows how a site will be developed. It is a legally binding, professionally prepared proposal for the use and development of a parcel of land.

A site plan shall be required for all townhouse, multifamily, non-residential construction (including mixed use) and planned unit developments. The introduction of a new use to an existing site may also require site plan approval.

A site plan review can take up to a month.

*Prior to any site plan application being accepted by the MPC, a Pre-Application Conference (PAC) is mandatory for all applications.*

APPLICATION INFORMATION

For Online Applications:

  1. Complete a Pre-Application Conference
    • You will need to complete a Pre-Application Conference (PAC) prior to working on the Site Plan Approval process. Please go to the Pre-Application Conference (PAC) page to complete this step.
  2. Logon to MyGovernmentOnline.
    • We use a third party application called MyGovernmentOnline (MGO) for our online applications. If you have not used MGO before, please follow the Customer Portal Guide to set up an account.
    • Once an account has been created follow the "Apply Online" link at the end of the instructions to start your application. For assistance in applying online, please follow the step by step Online Application Submittal Guide.
    • Ensure all items from the checklist are included in your application. Refer to the Application Checklist section of this page.
      • Property Owner Certification
      • Proof of Ownership
      • Legal Description
      • LA Secretary of State Business Filing - if applicable. 
      • NPP meeting form and invitation letter - if applicable. 
      • Site Plan Application Packet
      • Site Plan Checklist in the Site Plan Application Packet
    • When selecting an Application Type, choose "Site Plan Approval" or "Site Plan Modification"
    • Once submitted you will receive a confirmation message and application number (i.e. APP-MPC-####). The Shreveport MPC will receive your application and review the application. You will be contacted for additional information or to progress to the next step.
  3. Pay for the application online or in person.
    • Once you have received your invoice, you may submit payment online at MyGovernmentOnline.com or in person on the first floor of Government Plaza at the cashier window. For assistance with making an online payment, please use the Online Payment Guide.
  4. Await administrative approval.
    • At this time, MPC staff as well as additional government staff who have reviewed your application during the PAC, will review your finalized site plan.
    • You will be contacted if staff have any questions or comments.
    • If your submitted site plan differs significantly from the previously reviewed PAC plan, you may be required to undergo an additional PAC.
  5. Receive a stamped copy of the approved site plan.
    • Once the site plan review has been completed, the Executive Director will approve the site plan. You will then receive a stamped copy of your site plan.
    • If a landscape plan, irrigation plan, or lighting-photometric plan are required, these will need to be submitted to MPC staff for Executive Director approval prior to obtaining building permits. This is the last step of the process with the MPC Office. 
    • Please contact the Permit Office at 318-673-6100 for any additional steps. Any permits or following steps will need to be done with the Permit Office.
