Application Types: 

These HPC application types seek to ensure the harmonious, orderly and efficient growth and development of the City while at the same time protecting and preserving Shreveport's historical, cultural, architectural, archeological, social and economic heritage. 

Determination of No Material Effect (DNME):
If your project is for normal repair or maintenance, and won't significantly change the building's appearance, you may qualify for a Determination of No Material Effect.

Certificate of Appropriateness (COA):
ANY improvement involving exterior features, and said improvements require a building permit will trigger an application for a COA.

Certificate of Demolition (COD):
Required if your alterations involve removing or demolishing parts of a historic property, and said demolition requires a demolition permit will trigger an application for a COD.


APPLICATION INFORMATION

For Online Applications:

  1. Logon to MyGovernmentOnline.

    • We use a third party application called MyGovernmentOnline (MGO) for our online applications. If you have not used MGO before, please follow the Customer Portal Guide to set up an account.
    • Once an account has been created follow the "Apply Online" link at the end of the instructions to start your application. For assistance in applying online, please follow the step by step Online Application Submittal Guide.
    • Ensure all items from the checklist are included in your application. Refer to the Application Checklist section of this page.
      • Application form
      • Property map
      • Current photographs of the property
      • General description of work
    • Additional requirements for COA/ COD application
      • Site plan
      • Elevation
      • Description of proposed building materials and colors
    • When selecting an Application Type, choose from 
      • "Certificate of Appropriateness"
      • "Certificate of Demolition"
      • "Determination of No Material Effect"
    • Once submitted you will receive a confirmation message and application number (i.e. APP-MPC-####). The Shreveport MPC will receive your application and review the application. You will be contacted for additional information or to progress to the next step.
  2. Submit Payment.

    • Once you have received your invoice, you may submit payment online at MyGovernmentOnline.com or in person on the first floor of Government Plaza at the cashier window. For assistance with making an online payment, please use the Online Payment Guide. 
  3. Attend HPC Public Hearing (for COA/COD applicants)

  4. Await the Executive Director's decision.

  5. Get your Certificate.
