Functions include the processing of  zoning, subdivision platting, site plan, variance and other development  related  applications, along with zoning enforcement, long range  planning, and the issuing of various permits including certificates of occupancy and sign permits.  Policies, programs and regulations include:

 The Metropolitan Planning Commission is required to adopt a general plan (Master Plan) for the physical development of Shreveport and Caddo Parish.

 The Planning Commission operates in an advisory role and makes recommendations to the Shreveport City Council and Caddo Parish Commission on zoning change requests.

 MPC employs an Executive Director to direct the MPC staff and carry out the work program of the Planning Commission.

The MPC’s planning area means the City of Shreveport and any areas outside of its boundaries which, in the MPC Board's judgment, bear relation to the planning of the municipality; provided, however, that such metropolitan planning area shall not extend more than five (5) miles beyond the City of Shreveport as such City exists or may exist in the future.

The City of Shreveport makes up about 40% (122.4 square miles) of the MPC planning area, while Caddo Parish makes up about 60% (183.8 square miles)

The MPC consists of nine members who are residents and qualified voters of Caddo Parish—four (4) members appointed by the City Council of the City of Shreveport, four (4) members appointed by the Caddo Parish Commission, and one member elected by joint action of the City Council of the City of Shreveport and the Caddo Parish Commission.  All members serve without compensation.

The MPC prepares an annual budget of its operating expenses, which are appropriated by the City Council and the Caddo Parish Commission.  The MPC operating funds are provided through three sources, currently eighty two percent (82%) is funded by The City of Shreveport (including user fees) and eighteen percent (18%) was funded by Caddo Parish Commission.
