Small Wireless Facility

What is a small wireless facility?

Small cell facilities increase capacity to a wireless communication provider’s network in high-traffic areas. They are typically comprised of an antenna, enclosed or exposed, and associated wireless equipment.  Chapter 105 of the City of Shreveport, Louisiana, Code of Ordinances defines a small wireless facility.

“Small wireless facility” refers to a wireless facility that meets both of the following qualifications:

  • (i) each wireless provider’s antenna could fit within an enclosure of no more than six (6) cubic feet in volume; and;
  • (ii) all other wireless equipment associated with the wireless facility, whether ground or pole-mounted, is cumulatively no more than twenty-one (21) cubic feet in volume.

The following types of associated ancillary equipment are not included in the calculation of equipment volume: electric meter, concealment elements, telecommunications demarcation box, grounding equipment, power transfer switch, cut-off switch, vertical cable runs for the connection of power and other

Why do you need a permit?

A Wireless Telecommunications Facility Permit (WTFP) is required to ensure projects in the publi right-of-way are implemented in accordance with Chapter 105 of the City of Shreveport, Louisiana, Code of Ordinances.  For facilities on private or city-owned property (not in the public right of way), the City of Shreveport Unified Development Code sets the minimum requirements for use of buildings or structures.

Telecommunications facilities must also meet with guidelines set forth by the Federal Communications Commission.

What permits do you need?

Public Right-of-Way Projects
Projects in the City’s public right-of-way are regulated by Chapter 105 of the City of Shreveport, Louisiana, Code of Ordinances. Guidelines are available to assist applicants with submission requirements. Applicants must submit a Small Wireless Facility Application.

Private or City-Owned Property Projects
Projects on private property fall within the jurisdiction of the MPC.  Applicants must submit a Small Wireless Facility Application. Submission guidelines for private property projects can be found in Article 6. Use Standards of the City of Shreveport Unified Development Code.
