The MPC provides design guidance, reviews zoning and subdivision applications, and shapes public policy related to growth and development. Our Land Development Department coordinates both the City and Parish development review process with the MPC’s Planning Limits. They are responsible for the review and processing of zoning requests, subdivision and platting issues, zoning variances, special exceptions, development code amendments, notification for public hearings, and are the custodian of the official zoning map.
In facilitating this multifaceted process, staff provides project guidance and review services to the development community, coordinates the work of various City review agencies, ensures outreach to interested citizens, and provides staff support to the MPC Board. In sum, the Land Development Department is responsible for managing procedures that implement all current zoning ordinances, policies and visions relating to land development.
Enforcement of the zoning ordinance regulations is a major function of the Zoning Enforcement Department. Zoning Enforcement is handled by the zoning administrator, zoning inspectors, and MPC office staff. A large part of the zoning administrator’s duties involves investigating alleged violations of the zoning ordinance inside the city and planning limits.
Our Community Planning Department assists the community in evaluating trends and developing innovative plans in anticipation of changes that may affect the future of the City. This work includes updating the primary long-range planning document for the City, the Comprehensive Plan, and developing sub-area or neighborhood plans. In addition, the Long-Range Planning Division manages and prepares technical studies that augment and enhance the Comprehensive Plan and neighborhood plans. Recent examples of supporting technical studies include the Housing Rental Needs Analysis and the Economic Opportunities Analysis.
The Community Planning Department is also responsible for creating and implementing ordinances based on the recommendations described in adopted City plans and technical reports. Land-use ordinances are intended to influence where and how things are built and where and how land is preserved. The tangible outcome of the regulations is the shaping of the built and natural environment within the MPC Planning Limits – the buildings, parks, streets, public spaces, etc.
